The Code of Ordinances is amended by order of the City Council. Each ordinance must be read, or deliberated, at three meetings to provide time for public input, however in certain circumstances the Council may vote to waive the second and/or third readings. If voted into effect by the majority of the Council, ordinances are published in the newspaper. Ordinances carry the full force of law.
Resolutions are not law, but are rather formal declarations of the council. State law requires some actions to be taken through resolutions. They are also passed by a majority vote of the City Council, but are read and passed at a single meeting.
